S. Frank B. Carson, Q.C. joined the Vancouver Island Health Authority’s Board of Directors in November 2010. Frank has been a partner in the law firm of Cox, Taylor since 1983. In his many years of practice Frank has acted as legal counsel for several provincial government ministries, crown corporations and agencies as well as many high profile private sector clients.

Michael Costello joins the Vancouver Island Health Authority’s Board of Directors, bringing with him a wealth of business experience and leadership skills.  As recently as 2005, Michael was the President and CEO of the BC Transmission Corporation, and prior to this he was President of BC Hydro and Power Authority.  He also held the positions of Deputy Minister of Finance and Secretary to the Treasury Board and Assistant Deputy Minister of the Provincial Treasury for the Government of British Columbia.

Don Hubbard was appointed to the role of Chair for the Vancouver Island Health Authority’s Board of Directors in November 2010.  He is currently the president of Hubbard Consulting Ltd., a resource and construction industry consulting company. Prior to this he worked with Lafarge Canada and Warren Materials Group of Canada for 44 years, retiring as General Manager of the Lafarge Canada, Vancouver Island North West Division in 2009.

David Kruyt is the Corporate Controller for a large Island based insurance brokerage.  He currently volunteers as a member of the Professional Conduct Enquiry Committee of the BC Certified Management Accountants Society, and sits on the board of governors of the North Island College where he chairs the Audit Committee.

Dr. van de Sande’s academic career began in the Netherlands where he received his B.Sc. eq. from the University of Leiden in 1963.  He obtained his Ph.D. in Chemistry from the University of Alberta in 1968, followed by postdoctoral work with Nobel Laureate Dr. H. Gobind Khorana at the Institute of Enzyme Research at the University of Wisconsin and the Massachusetts Institute of Technology.
