Starr Winchester

Starr Winchester was appointed to the Island Health Board in 2015. She was born and raised in the Comox Valley and worked in the banking industry for 35 years; 23 of those years in management positions. Starr retired from banking in 2001 when she was elected Mayor of Courtenay. She served on Courtenay Council for a total of 21 years, including six years as Mayor.

While holding elected office, Starr served on numerous local and regional government boards and committees, including the Comox Valley Economic Development Society, Comox Valley Chamber of Commerce, Comox Valley Regional District, Comox Strathcona Hospital District, Comox Strathcona Regional Solid Waste Committee, Comox Valley Water and Sewage Commissions, Comox Valley Sports Commission, Comox Valley Art Gallery, the Vancouver Island Regional Library Board and the Municipal Finance Authority. Starr is presently a member of the Island Coastal Economic Trust Board, a member of Courtenay Rotary, a member of Courtenay’s Centennial Committee, and volunteers at the Evergreen Senior’s Lounge.

Starr Winchester lives in Courtenay.


Starr Winchester was first appointed to the Board of Island Health on December 1, 2015.  Her current term expires on December 31, 2017.
