Acting Executive Vice President, Quality, Safety & Experience

Dr. Elin Bjarnason came to Island Health in 1986 from Winnipeg, Manitoba.

As Acting Executive Vice-President, Quality, Safety & Experience, Elin provides strategic leadership to enhance the patient experience, advance clinical quality, and promote employee and physician engagement in order to achieve excellence in health and care. 

Under Elin’s leadership, the Quality, Safety and Experience portfolio engages patients and families as partners in health and care alongside volunteers, employees and physicians to achieve superior clinical quality, service excellence.

Elin’s role encompasses responsibility and accountability for Quality, Safety and Improvement, Patient and Employee Experience, Occupational Health & Safety, Professional Practice, Human Resources, Learning and Performance Support, and Learning and Organizational Development in Island Health.

Elin has 31 years of healthcare clinical and leadership experience.  A continual learner, Elin has a degree in physiotherapy, is a licensed Doctor of Chinese Medicine and in 2014 obtained her Executive Masters in Business Administration specializing in Healthcare. 

She has held various Executive Director and Director roles as well as Site Administration, and most recently was Executive Director and co-Lead for Geography 4 and for a number of island wide operational and quality programs.  Elin’s strengths are her cross-continuum, well-honed systems thinking perspective, with a solid track record for effectively delivering on strategic priorities.  As a key client of the Quality, Safety and Experience portfolio, Elin will bring a fresh perspective to the services the team provides to the organization.
