“VIHA is pleased the new housekeeping provider at Royal Jubilee will be Acciona Facility Services,” said Joe Murphy, Vice President, Operations and Support Services, VIHA. “Acciona already provides housekeeping services in our brand new Patient Care Centre, and having one single contractor at Royal Jubilee for cleaning and other facility-support services will ensure consistent, seamless service on the hospital campus.”
Acciona Facility Services (AFS) is a Spanish-based, international corporation which has been providing hospital services, including housekeeping, in Europe for many years. During the last five years, AFS has serviced over 34 hospitals and clinics in both Spain and Portugal. The company has been operating for 35 years, has 8,000 employees and 22 branches in Canada and Europe. Acciona was awarded the cleaning and maintenance work in the Patient Care Centre when the new hospital project was first awarded to ISL Health in 2008.
The Acciona contract increases service standards and quality monitoring processes, including:
- Mirroring the cleaning standards for the rest of the Royal Jubilee campus with those already in place in the Patient Care Centre including raising cleaning outcome standards for key areas to 90% from 85%, and standardizing microfiber-based cleaning methodology.
- Increasing staffing levels.
- Creating a specialist team to respond to outbreak cleaning and having this team work on maintenance and cyclical cleaning in non-outbreak times.
- Enhancing monitoring processes, including adding ultraviolet auditing and placing increased emphasis on auditing high risk areas.
- Introducing more patient and staff satisfaction surveys.
- Using advanced, green cleaning techniques such as low water and chemical consuming floor-care machinery, a micro-fiber cleaning system and low-noise ergonomic vacuum cleaners.

VIHA continues to evaluate proposals received under a Request For Proposal (RFP) process in 2010 for food and housekeeping services in other VIHA sites that currently already use an outsourced vendor.
These sites include Victoria General Hospital and Royal Jubilee Hospital for food services; Victoria General Hospital, Cowichan District Hospital, Cairnsmore Place, Nanaimo Regional General Hospital and Dufferin Place for housekeeping; and all VIHA-owned residential care facilities on the South Island as well as Saanich Peninsula Hospital and Queen Alexandra Centre for Children’s Health for both food services and housekeeping. VIHA anticipates making decisions regarding service provision at these sites in the coming weeks.
“VIHA continues to have a positive relationship with Compass Group Canada, the current housekeeping service provider at Royal Jubilee; Compass remains our provider for food and housekeeping services at many VIHA sites,” said Murphy. “The decision to switch service provider at Royal Jubilee was based on careful evaluation of the proposals we received under the RFP; we believe having one housekeeping provider on the campus is best for consistency and stability and we are pleased with the enhanced services and monitoring processes we were able to negotiate.”
Acciona Facility Services will assume cleaning on the entire Royal Jubilee campus on September 17, 2011. VIHA, Compass and Acciona are committed to working on a transition process that is seamless to patients and clients.
The value of the Acciona contract is $5.25 million per year over six years, with a five year extension at VIHA’s discretion. This is a small increase to the current cost of $4.76 million for cleaning the Royal Jubilee site.
