Vancouver Island Memorandum for Children, Youth Signed

VICTORIA – The Ministry of Children and Family Development, Vancouver Island Health Authority (VIHA) and Vancouver Island School Districts have signed a memorandum of understanding aimed at improving outcomes for children and youth – and their families.

Expanding on a previous MOU signed in 2004 – the first of its kind in B.C. -- which focused on the needs of children under the age of six, today’s agreement is aimed at better serving children and youth up to the age of 18 though increased collaboration and partnership between the three parties.

In keeping with government’s long-standing support for self-determination and governance, the MOU also outlines support for Aboriginal people to provide for the healthy development and well-being of their children and youth.

The five-year agreement – signed by regional representatives – reflects recent research papers commissioned by the Vancouver Island Council for Collaborative Approaches (VICCA) and recognizes the importance of collaborative practice at multiple levels, including planning, program delivery and evaluation. Representing the signatories, the council will champion the implementation and use of the MOU on the Island, developing plans for shared initiatives, and acting as a Vancouver Island conduit for provincial joint planning from the Ministries of Children and Family Development, Education, Health Services, and Healthy Living and Sport.

A number of successful initiatives were adopted or developed under the previous MOU, including the Triple P Positive Parenting Program. Originally serving the Port Alberni area, the program – which focuses on strengthening parenting skills in a supportive environment – has now expanded into dozens of health units, mental health services, family resource and community centres, First Nations and Friendship centres. The program serves children, youth and their families from Alert Bay to Victoria.

The Children, Youth and Families Memorandum of Understanding was signed at the BC School Trustees Association 106th Annual General Meeting, held in Victoria April 22- 25, 2010.
