RFP for Primary Health and Urgent Care Services

VICTORIA – The Vancouver Island Health Authority has issued a Request for Proposal (RFP) for Primary Health Care & Urgent Care Facility/Services for the Oceanside area.

“The issue of an RFP comes as a result of a process that has involved the community every step of the way,” says Parksville-Qualicum MLA Ron Cantelon.  “These innovative services are vital to our community and it has been a personal goal of mine to help them become a reality.”

A RFP is posted on the BC Bid website at:  http://www.bcbid.gov.bc.ca, Document # PI-RFP-318.  The RFP calls for an external partner to design, build, finance, and partially operate a Primary Health Care & Urgent Care facility to serve Oceanside and the surrounding area.

“Our collaborative vision for a primary health care and urgent care facility is now one step closer to being realized by finding innovative solutions for improved supports for Oceanside residents and their family physicians,” said Victoria Power, VIHA Director, Primary Health Care & Chronic Disease Management.

Last month VIHA informed the five proponents from the EOI process of their eligibility to proceed to the RFP phase.  The proponents are: Thornley Holdings Ltd, Toronto Ontario; Carestation Health Centres, Vancouver BC; Canadian Medical Solutions, Tottenham Ontario; Arrowsmith Lodge, Parksville BC; and, Lark Group, Surrey BC.

The RFP provides specific criteria for services and will close June 3rd, 2010.   VIHA would transfer its current Oceanside leases, totaling $443,000 per annum, to the new facility.  VIHA facility and or land holdings may be considered as saleable or leasable to the successful proponent.

Once the RFP closes, proposals will be evaluated and a successful proponent selected based upon the RFP criteria.
