Job Summary

This 0.8 FTE position encompasses two roles: co-Department Head of Laboratory & Imaging Medicine, and Medical Director of Laboratory Services.  There is an expectation of a 0.2 clinical component in the successful candidate’s specialty as part of this position.

In this joint position the successful candidate will function within a dyad leadership relationship with the Director of Laboratory Medicine and maintain a ‘whole Island’ perspective of leadership at all times and lead the Department of Laboratory Medicine of Island Health in the context of developments in laboratory medicine in British Columbia.  

As Department Head/Medicine Director of Laboratory Medicine the successful candidate will possess a strong understanding of complex systems and have the ability to relate Island Health to the LSA and the CPSBC.  He/she will be able to develop and adapt strategies for Laboratory Medicine and possess an ability to work with, and influence the development of the LSA into either a Directive or a Guiding organisation.  The ability to maintain objectivity, along with the ability to navigate opportunities and resolve conflicts is a desirable attribute.

The co-Department Head of Laboratory & Imaging Services is a senior leadership position responsible for ensuring high quality laboratory medical services across Island Health. The co-Department Head oversees the self-governance of pathologists who practice in Island Health facilities, in accordance with Island Health’s Medical Staff Bylaws and Medical Staff Rules. The Department Head reports to the Chief Medical Officer, and receives support from Medical Affairs to carry out its responsibilities.

co-Department Head, Laboratory & Imaging Services main responsibilities of this position:

1. Medical workforce planning: Collaboratively monitors and anticipates departmental workforce needs, and works with Medical Affairs to address identified needs.
2. Practice standards: Guides implementation of procedures to create and routinely monitor medical practice standards, including the use of standards in practice assessment.
3. Research and education: Guides implementation of procedures to support department members to conduct research and to provide medical education. Ensures department member workload accommodates research and medical education activities. 
4. Individual practitioner quality (IPQ): Facilitates continuous improvement of IPQ by ensuring  effective:
a. Credentialing and privileging activities, including in-depth reviews
b. Continuing professional development (CPD) activities, including development of an annual Departmental CPD plan
c. Practitioner performance enhancement activities, in collaboration with Enhanced Medical Staff Support (EMSS) team

The Medical Director Laboratory Services is a co-leadership position that shares responsibility for ensuring high quality laboratory services with the Director. With the respective Co-Leader, the Medical Director works proactively with others (including patients) to ensure continuous quality improvement of service delivery. This position reports to both an Executive Medical Director and an Executive Director.

Medical Director, Laboratory Services main responsibilities of this position:

1. Leadership: Co-leads and oversees activities to ensure program service delivery is efficient, effective and integrated across Island Health sites; Links with appropriate Departmental Medical Leaders to address matters of  physician governance, including professional medical practice issues.
2. Operations & Quality: Establishes processes and structures to engage physicians and staff in continuous quality improvement of service delivery; Monitors program budget and performance jointly with Co-Leader, and makes course corrections when necessary; Ensures appropriate investigation and resolution of program-related PSLS and PCQO events.
3. Change Management: Co-develops and implements change management plans to engage and support physicians and staff through change
4. Informatics: Oversees activities that advance technology and data use to improve service delivery using the electronic health record (EHR) in collaboration with the Quality Systems team.
5. Planning: Assesses, monitors and anticipates program resource needs and works with medical leaders and administrative leaders to prioritize these needs within available resources.

This position will also be expected to:

1. Co-lead: the implementation of lab strategy as set out in lab service act
2. Co-lead the stabilization of lab re: IHealth activation
3. Co-lead the completion of DAP accreditation process
4. Co-lead the integration of lab into new NI hospitals
5. Strengthen physician engagement


Education, Training and Experience

• Hold Royal College of Physicians and Surgeons of Canada certification in Pathology
• be an active member of Island Health Medical Staff
• be able to manage complex budgets
• be able to work effectively in a co-leadership environment
