May be eligible for additional remuneration in accordance with the Rural Subsidiary Agreement (RSA) including:• Recruitment Incentive - $10,000, Fee Premium – 6.30%, Annual Flat Fee - $5,508, Rural CME starting at $2,200/annum years 3&4 in the community, to a maximum of $4,400/annum after 4 years.

The friendly and beautiful cities of Parksville and Qualicum, population approximately 48,000, are picturesque scenic seaside communities located on the east side of central Vancouver Island.  

With its temperate climate, expansive sandy beach and easy access to a host of recreational activities, Parksville/Qualicum offers an enviable West Coast lifestyle.  The major centres of Nanaimo and Victoria are readily accessible via the Island Parkway, and regularly scheduled ferry, air and float plane services from Nanaimo offer easy access to Vancouver.

Job Summary

Island Health seeks to establish two fee-for-service full-time equivalent Family Physician practices in the Oceanside Health Centre (OHC).  Successful candidates will practise collaboratively with 3 full-time Nurse Practitioners.  More family physicians may be recruited in the future.

The modern, electronically supported, OHC opened in 2013 and includes an onsite urgent care centre, medical imaging and outpatient laboratory.  All Island Health community health care providers are also located within OHC with easy access to Home and Community Care, Mental Health, and Chronic Disease Management supports

Island Health owns and operates the OHC, and this is an exceptional opportunity to establish a turn-key practice (with competitive overhead in line with local private practice in community) in a highly desirable location.

The OHC Primary Care Clinic will align with the provincial Primary Care Home Model with principles of a population and patient-centred interprofessional team of primary health care providers.  This model depends upon team work, mutual support and single electronic health record.  The physician and team will provide coordinated, comprehensive primary health care in an environment of continuous quality improvement.  Providers will participate in integrated care planning and care conferences with patient and team members.

Patients will have an ongoing relationship with a most responsible primary care provider (family physician or nurse practitioner)

Key services will include:
  • Health promotion and illness prevention services:
    - Screening for early detection, intervention, and counselling to reduce risk;
    - Immunizations;
    - Health assessments;
    - Services and programs that support patient self-management, address the needs of populations, and the factors that contribute to, and determine, health status;
    - Links with community-based services providing social supports for individuals and families; and,
    - Advocacy.
  • Primary care for minor or episodic illnesses:
    - Assessment and treatment services for minor illnesses;
    - Access to diagnostic services; and,
    - Referral to specialized services, including medical and surgical specialists.
  • Primary reproductive care:
    - Low-risk antepartum care in the first trimester
    - Postpartum care;
  • Chronic disease management:
    - Early detection and primary treatment;
    - Evidence-based chronic disease management and service coordination;
    - Services to support aging in place; and,
    - Shared care and/or referral to specialized service program for patients with complex conditions and/or frailty.
  • Mental health and substance use (MHSU) services:
    - Assessment and diagnosis, and early support for emerging or unidentified MHSU problems;
    - Development of individualized care plans that may include:
        - Information and tools to enhance resilience, including health literacy and self-management for MHSU conditions;
     - Access to harm reduction resources;
     - Time-limited, solution-focused consultations;
     - Shared care with community-based services, including social services, for mild-to-moderate MHSU health needs
     - Treatment and medication monitoring.
    - Shared care and/or referral to specialized service program for patients with complex conditions and/or frailty.
    - ‘Step down’ care for those with more severe problems who have completed more intensive treatment.
  • Coordination and access to rehabilitation
  • Support for hospital care, but not requiring MRP in hospital
  • Care provided in-home and in long-term care facilities
  • Support (local hospice) for the terminally ill

Qualified physicians may have the opportunity to take Urgent Care shifts in addition to their work in primary care.

Patients will be directed to the physician panel through the OHC registry process in partnership with Oceanside Division of Family Practice physician rostering to assist the Physician in building their practice.  The management and ongoing relationship between the physician and the patient is governed by established principles under the College of Physician and Surgeons of BC.

Education, Training and Experience

• Eligible for Licensure with the College of Physicians and Surgeons of British Columbia (CPSBC)
• Canadian College of Family Practitioners (CCFP)
