A tan is not a necessary accessory

In 2010-11, the Capital Regional District (CRD), located in Victoria, BC, considered a bylaw to prohibit the use of commercial tanning facilities by anyone under the age of 18 years.

The Vancouver Island Health Authority’s (VIHA) Chief Medical Health Officer, Dr. Richard Stanwick, provided the scientific justification at the public hearings which are a prerequisite of the CRD’s legislative process.

However, it was the participation of youth and their message that ultimately captured the attention of, and won the hearts and minds of, the elected representatives.
